Share Encampment Clean-up Partner Meetings and Pilot Program on Facebook Share Encampment Clean-up Partner Meetings and Pilot Program on Twitter Share Encampment Clean-up Partner Meetings and Pilot Program on Linkedin Email Encampment Clean-up Partner Meetings and Pilot Program link22 Apr 2025City staff have held two partner meetings where resource providers, unhoused advocate groups, faith-based organizations and other community based organizations (CBOs) were invited to attend to discuss and partner with the City on establishing a process for continuing encampment clean-ups in the City, with their support. These meetings were held on April 10th and April 17th.
At the April 10th meeting City staff provided an overview of the current encampment clean-up process (Administrative Rule 7.10), the direction from City Council regarding re-starting encampment clean-ups and discussed the various support services being provided in the community and which services are lacking. At the April 17th meeting City staff provided a brief recap of the 4/10 meeting to new attendees, discussed and received feedback on the proposed encampment clean-up partnership pilot program and defined the “HOT Team” (Homeless Outreach Team) that will be key stakeholders in doing outreach, HMIS intake and providing services at encampment notice postings and days leading up to the clean-ups.

There was much public comment on the item and Cite Council provided direction to staff. Staff we be returning to City Council, anticipated for late May, to provide an update on the items Council directed staff to work on.
Council Direction:
1. Resume encampment cleanups (within 2 weeks) with coordination from the community benefits organizations including Resource Connect Solano, the Homeless Union, faith based organizations, and others.
2. Bring back a list of potential safe camping locations and high level estimates to implement them for Council consideration.
3. Bring back an item to create an Ad Hoc committee of council and the community to advise and collaborate on unhoused issues such as the strategic plan.
4. Be involved with the Homeless Roundtable led by Vallejo Together.
5. Participate in the 2x2 committee and other partners to collaborate with children experiencing homelessness and sharing resources.

The presentation on this item is Item 4B “Receive Update on Unhoused Situation and Possibly Provide Direction On City Programs.” Public comment on the item ended just before midnight and City Council continued the meeting to a future meeting (anticipated to occur on April 1, 2025) to provide their feedback and possible direction to staff.

Community Action Partnership – Solano Joint Powers Authority (CAP Solano JPA) and Housing First Solano Continuum of Care (CoC) invites all community members to participate in an important conversation about addressing houselessness and economic insecurity in Solano County.
CAP Solano JPA and Housing First Solano CoC are gathering feedback to shape their strategic priorities for the future. This is a critical opportunity to share your thoughts, concerns, and ideas about our community's most pressing needs and how we can enhance the county’s homeless response system.
The Strategic Priorities Planning Community Forum will take place in person.
Those with lived experience of houselessness are strongly encouraged to attend and will be compensated for their time and input.

The Warming Center hours will be open 7 p.m. to 7 a.m.

The City is currently seeking volunteers to help with the Warming Center for shifts Wednesday night through Thursday morning and Thursday night through Friday morning.
