City Council Priority: Streamline Development Review Processes

At the Council Goal Setting in March 2019, the Council expressed a desire to continue working on streamlining development review processes in the Planning & Development Services Department. While significant improvements have already been made to make the customer experience more streamlined and user-friendly, additional efforts are planned for the 2019-20 fiscal year.

Listed below are a number of the action items associated with this Tier 1 Council priority:

  • Complete Zoning Code Update
  • Digitize Zoning Map
  • Online/Digital Permitting Application Platform RFP
  • Develop an incentive package
  • Creating benefits/consequences for vacant lots
  • Continue working with chamber of commerce
  • Work on tools and policy for affordable housing (e.g., SB 35)
  • Continue implementing "one stop shop" services

UPDATE – DEC. 30, 2019: PLANNING AND DEVELOPMENT SERVICES COMPLETES 117 DEVELOPMENT PROJECTS

From July 1, 2019, through December 30, 2019, the Planning and Development Services Department completed 117 new development projects, took in $154,000 in revenue from development projects and took in $1.056 million revenue for Building Permits.

UPDATE – OCTOBER 11, 2019: NEW PLANNING AND DEVELOPMENT SERVICES DIRECTOR APPOINTED

A. Gillian Hayes Appointed as New Planning and Development Services Director

Hayes is expected to begin her new role on October 28.

B. Background

Hayes has more than 15 years of experience in planning, project management and public engagement. She earned a degree in Government from California State University, Sacramento and has worked for San Joaquin County, the City of Santa Rosa and Graton Rancheria in Rohnert Park. Hayes is currently the Operations Manager for Munselle Civil Engineering.

C. Relevant Project Experience

Hayes's past projects have included vineyard and winery development, subdivision entitlements and design, environmental review, commercial site development, permitting for both public and private projects, supervising state storm water compliance review and public outreach and engagement. She has extensive experience in coordinating planning, environmental review, and community engagement for numerous high-level local government projects.

D. A Message from Hayes:

"I look forward to serving as Vallejo's Planning and Development Services Director and engaging with the community on the many exciting opportunities on the City's horizon. I have always been passionate about bringing stakeholders together and balancing different viewpoints, and I plan to bring that same passion to my work with the Vallejo community."

UPDATE – APRIL 2019: PUBLIC WORKS IMPLEMENTS PLANGRID

In April 2019, the Public Works Department implemented PlanGrid, a cloud-based construction management/inspection software to allow Engineers and Inspectors to document capital improvement and development project construction activities more efficiently in the field.

UPDATE – 2019: PLANNING AND DEVELOPMENT SERVICES COMPLETES 5 PHASES OF ZONING CODE

Throughout 2019, the Planning and Development Services Department completed 5 phases of the Zoning Code. Staff anticipate completing the Zoning Code in April and putting it into action in September.
